Prescription opioids, when used as medically directed, can be effective tools in the treatment of pain. But when abused, their use can result in addiction and often a transition to more affordable heroin. This trend has significantly affected Minnesota and is readily apparent to social service professionals as well as first responders, emergency medical and other health professionals, law enforcement officers, school-based counselors, correctional workers, and addiction treatment providers. This fast- paced presentation using data from multiple sources, will describe the nature and extent of this issue, the reasons behind it, the far-reaching consequences, and the steps being taken to address it.


Learning objectives:

  • Describe the nature and extent of prescription opioid use and abuse.
  • Explain the transition to heroin addiction.
  • Characterize components of this rising trend, the emerging population of at-risk users, and various policy responses.
  • Explain the addiction process and its treatment

Carol Falkowski,

Carol Falkowski has been an articulate voice in the national drug abuse arena for more than three decades, and is author of the reference book, Dangerous Drugs. As director of the State alcohol and drug abuse agency, she oversaw the administration of public funds for prevention, treatment and recovery services in Minnesota. Former director of research communications at the nonprofit Hazelden Foundation, Falkowski has provided expert testimony to many legislative bodies at all levels of government. Her comments and opinions have appeared in many major national and local news outlets.
